What documents should be collected from builder before settling the complete amount of a property purcahsed?

Hi, we have purchased a flat and registered the same in the month of August ’09. As on date builder is holding Tax assessment form against the pending payment (which is meager amount pending against balance work from his end). Unless tax is paid, we cannot proceed for Khata, nor can we get our Electrical connections transferred to our name. As on date, we have only sale deed, registration and EC. In such case what should be our further steps to avoid future problems with khata transfer, possession / occupancy certificate; electrical connection transfer etc? What should be the documents collected from builder before settling the complete amount of Builder?

You can get the Khata changed and pay the taxes by yourself without any need for builder to control it. (If the tax is not assessed at all, the inspector will come and assess it on your request.)The sale deed is enough to do both. Thereafter you can get the electricity and water changed to your name. Even if these amenities are not changed in your name, if you continue to pay the bills, they will not be disconnected.
